    First house owner for B40 & M40 group. Sarawakian with the status of Permanent Resident of Sarawak. Land owner to apply financing with Mutiara for the construction cost. Owner of the land Approved by Land & Survey Department (L&S) on allotment of land under Skim Pembesaran Kampung (SPK) / Skim Penempatan Semula (SPS). Other type of registered vacant residential land is subject to the land size is compatible with the minimum building setback requirement by relevant authorities.
  • If my land type is NCR (Native Customy Right) land or village land, can I apply for RSM?
    No, only registered vacant residential land or land approved by the Land and Survey Department under the Village Expansion Scheme (SPK) / Resettlement Scheme (SPS) are eligible to apply.

    Rumah Spektra Mutiara (RSM) program is an affordable housing program for Sarawakians in the B40 and M40 groups who intend to build comfortable and quality residential houses on their own land. This program prioritizes landowners allocated by the Sarawak Land & Survey Department under the Village Expansion Scheme (SPK) and Resettlement Scheme (SPS) throughout the state of Sarawak.
  • If the owner of the land is my parents, can I (son) apply for RSM on their behalf?
    Yes, you can apply as a joint borrower.
  • I already have a house, am I still eligible to apply for HDRAS?
    No, HDRAS is only eligible for first home buyers focusing for the B40 and M40 groups.
  • How long is the HDRAS application process?
    The HDRAS application process will take 3 working days.
  • If I buy a subsale house, can I apply for HDRAS?
    No, HDRAS is only for new homes.
  • If my housing loan is a full loan, am I still eligible to apply for HDRAS?
    You are still eligible for HDRAS under the Repayment Assistance Scheme where MUTIARA will pay RM200 for 47 months and RM600 in the 48th month to MUTIARA’s panel bank/ customer.
  • What is HDRAS?
    Housing Deposit & Repayment Assistance Scheme (HDRAS) is to provide assistance RM10,000 to First Time Home Owners under category of B40 & M40 for the payment of housing deposits under residential property sanctioned by Sarawak State Government.
